A319 PERF page

When loading in at the gate at an airport, I enter in the from and to on the init page as well as cost index and altitude. I then align the IRS and go to the PERF page. I’m noticing that sometimes it is already on DES mode and so I can’t enter takeoff performance values. Not finding it all the time and restarts don’t help so wonder if airport specific. EGPH was where I was the last time I encountered it
